On September 5, when Trump signed an executive order that allowed for „emergency” immigration arrests and an expanded program to assist those facing domestic violence, House Judiciary Committee Chairman Bob Goodlatte (R-VA) told a press conference that Trump’s actions amounted to an „extraordinary” act of terrorism.

The order, which the American Civil Liberties Union filed with the Trump administration on September 19, was approved by a vote of 52-45.
